Stop background image shift on page margin adjust?

Watermark moves on margin adjust - anyone know how to stop this from happening?

Set the position of the watermark Relative to Page (Format | <object> |
Layout: Advanced).

I must be missing something. In my document the <object> item under <Format>
is greyed out. Is there some way to select the watermark?

By <object> I mean Picture, Text Box, WordArt, or whatever your watermark
is. In other words, whatever it is, when you double-click on it, you should
get a Format dialog for it that will have a Layout tab with an Advanced...
button.
