Align to Bottom?

I have a mail merge document that prints a Return Address and Recipients
address at the top of the page.   These appear in envelope windows after they
go through our folding machine and inserter.   Our mailroom would like me to
print this information at the bottom of the letter.   This is difficult
because the mail merge creates paragraphs of varying size effective moving
the address information out of position.   I have been told I can't merge
graphics in a footer so that is not an option.

I need some how to fix the position of the addresses.  Should I use a table?

To clarify the issue, is the mailroom saying that the information should be
at the bottom of the letter as well as the top or instead of (they'll be
folding the letters differently)? Having it just at the bottom would be very
bizarre for a letter, and I'm not sure I see the purpose of having it at the
bottom as well as the top. Presumably you could use a text box with position
set as Bottom Relative to Margin, but I'd like to know more about the
rationale for the change.

The delivery address needs to be at the bottom only.  The letter folding
machine works better that way.  It doesn't look bad really.   To dress it up
a little I'm dropping the corporate logo and address at the top(for looks)
and the bottom(to show in the return address window).  I have been
experimenting with a one column two row table.   The body of the letter goes
in the top row which has a fixed height and the Address stuff goes in the
bottom where I have set the cell alignment to Bottom Left.  

So far, so good.
