Word 2003 Deleted Style keeps coming back..like the plague

We have a user who is very adept with Word but has a unique problem with Word
2003 Document Styles.  We delete the special styles from the word document,
we save the document then open the same document again and the deleted styles
come back again....arghhh!

The document styles that keep coming back were styles created by another
department based on their template.

Usually when you use Word Organizer to delete a Style it doesn't come back.
There are styles that cannot be deleted by default but these a new styles
created by another department within the company.

It is starting to get very annoying.  

Does anyone have any idea why a Word document will not remove styles that
have been deleted? These special Styles just keep coming back like the plague.
