How do I embed a line so it doesn't move?

I need to have a small line embedded onto a word document- I have a header on
the file and I need to embed the line so it can't move regardless of what I
am doing to the text (the line is on the left-hand margin and currently moves
around when I am messing with the text...

I think this could help:
Double-click the line, when the Format AutoShape dialog box appears, go to
the Layout tab, press Advanced, and on the Picture Position tab, check Move
object with text.

Have you tried anchoring the line to the header paragraph? That assumes you
want it repeated on every page.
