How to make margined color background, I mean the color background I want to
set is not for the whole page as it made by Format> Background, but one with
2cm margins from top, bottom, left and right.

If you use a borderless text box with the fill of your choice you can set it
behind text and have it whatever size you want. Note that fills are rather
wasteful of expensive ink. You may find it cheaper to use coloured paper.
