How to Prevent fields moving in Fillable forms

Wehn creating fillable forms in Word, how can I prevent the fields moving?
i.e. have fields for city, state and zip. When typing in the city field, the
fields for state and zip shift. I enabled protection with fill fields only
restriction. I need to lock down the design. Any suggestions? Thanks.

Place the text form fields in table cells with fixed dimensions. See
