If the character is in the font, then you can print it.
On a Mac it's option4 - ¢

I can't find it in the Symbol chart or special character
list. I don't have a Mac.

Try Alt + 0162 ? from the numeric keypad.
I believe there is another shortcut available from US keyboards, but the
former should work if the font (eg Ariel, TNR etc) has the character.

It's not in the Symbol font. Don't you have Keycaps or some such
application?
