how to make a word document  that can't  be changed or removed the modification password  in word2003?

空白I make a readonly  word document with readonly password and modification password in word2003,but after i open the readonly word with only inputing the readonly password ,i can remove and change the modification password.now my question is how to make a word document  that can't  be changed or removed the modification password .

Short answer - it can't be done. if it can be read, it can be edited.

Also, Please do not post multiple copies of the same question into different
groups.
