Does Word keep revision information if the "tracking changes" option is not
on? If so, where can we find it by programming (COM or OLE)?  Thanks!

No, track changes is *the* revision store. Turn it off (and accept or
reject all existing tracked changes), and there's no record of what
changes are made.
