Userform vertical scrollbar

When I turn vertical scroll bars on in my userform, a max length
userform is displayed. I tried setting the vertical scroll height the
same size as the height of my userform but it still displays a max
length userform when run. I need the scroll bar to scroll to the
bottom of my userform without adding extra form to a max length. What
am I doing wrong? Any help would be greatly appreciated.

After researching more, I did find that the scrollbar height needs to
be set slightly higher than the userform height. I adjusted this but
the form still shows max length when scrolling.
