Restrictions of Net broadband

I have a intranet at home with 5 computers.
I use XP Pro SP2 and a Netgear Router model MR814V2.
My provider gives me 2 Mb band.
Frequently I get stuck because my daughter downloads many many applications
and other band consuming softwares and she takes almost all band spaces of
my Intranet.
Even Outlook does not work because of her.
I do not want to cut her off but want to impose her with certain discipline.
How can I using above router or windows resources to limit her broadband to
say 15 % of total available ?
Please assist me in details as I am not an expert in broadband restrictions.
