Word Freezes when Opening for first time

In Word 2003 whenever a user logs in for the first time it will lockup the
application for awhile and then eventually it will start to work again.  
After that initial lockup the program will open up fine from that point on.  
If you delete or rename the normal.dot the same thing will happen.  It seems
like its locking up when either searching for the normal.dot or created a new
normal.dot.  We have removed and installed office 2003 numerous times.  This
include removing just word and reinstalling it.  We have checked security and
this happens with Admins as well.  Any help would be appreciated

If possible, do the initial startup with the user logged off the network.

You may want to unmap mapped drives, especially any that are no longer in
use.

Forgot to mention this is on a Windows 2003 Server and its also a Terminal
Server and this happens with the Users who log into the Terminal Clients also
