Word 97 and Windows 2000 Pro Problem

I have installed Word 97 using the local admin account on
a Windows 2000 Pro computer. Everything works fine for
admin, and for those users designated as belonging to the
Power Users group. For all others, there is no Spelling
and Grammar checking. I applied a compatibility security
policy, but still nothing. I have tried changing security
rights, but nothing. These users need the functionality of
automtic correction through customizing dictionaries, and
whatnot, but cannot be Power Users. What else is there to
do? Obviously, upgrading to Word 2000 or XP would fix it,
but that is not an option, as it is cost prohibitive.
