I have tried using the word viewer, but that prompts for
an installation. I want to avoid that.
Oh, its illegal to distribute Word that way?. My
requirement is only for reading, so I thought I could only
distribute the required DLLs of Word

You should probably produce the documents in PDF format. Almost everybody
has the Adobe Acrobat Reader.
