I made a form that can be filled out. I want to be able to use tab to go to
the next cell that needs to be filled out. Instead it is adding another row
to the column already there. Please help!

Assuming you have used form fields, you just need to protect the form. See
http://word.mvps.org/FAQs/Customization/FillinTheBlanks.htm and especially
the forms tutorials by Dian Chapman that this article links to.
