What version of Word?
On XP everything is fine.

I am on 2003. I tried this on XP and was able to replicate the
problem by adding one more step. Convert the text in the first row of
the second table to a table (convert text to table) and word xp will
now hold space in the document for the table on the first page. Each
table will appear on its own page.
