Draw table Word 2007

How do I select the colour and style of the border before I draw the table?
As far as I can see this option only comes up in Table Tools after I have
drawn the table – Insert tab, table icon, draw table.
This used to be possible in earlier versions.

Customize the Quick Access Toolbar by adding the Pen Color button from the
Table Design collection.
