If each table takes up the entire page, then that's the problem. Word
insists on having a paragraph mark (whether the paragraph is empty or
contains text) at the end of the document. This paragraph mark holds the
document/section-level formatting for the entire document or final section.
It cannot be deleted, and if it won't fit on the previous page, it will
cause an extra "blank" page. You have two choices:
1. You can format it as very small (1 pt font and 1 pt paragraph spacing).
Often this suffices to pull it back to the previous page.
2. If even that doesn't work, you will have to format it as Hidden text.
In order to accomplish either of these, it will be helpful to display
nonprinting characters (Ctrl+* or click the Show/Hide ¶ button on the
Standard toolbar). Select the paragraph mark and format it using the Font
and/or Paragraph dialogs. If you have formatted it as Hidden, you will then
have to hide nonprinting characters before the last page will disappear, but
even if displayed, it will not print.

That is exactly the problem -- my tables on the first 13
pages take up the entire page.
