How did you determine which folder to use for the global template?
What folder are you using?
If done properly, toolbar customization done in a template that is
subsequently placed in the global folder will be available to all documents,
regardless of the template they are based on.

This is also not normal.
When you create a file from a template that has macros, the macros stay in
the template, they are not carried over to the document. So if such a
document is sent elsewhere, the macros will not be part of the document.

What actual version of Acrobat 7 are you using?
Make sure you have the latest updates.
