Word 2000 "Before Paragraph" not applied to 1st  paragraph on page

I have a customized VBA solution that creates a textbox for every paragraph
in a Word document.  The text boxes are aligned with the top of each
paragraph based on the "Before Paragraph" setting of each paragraph.  My
solution works for every paragraph but the first.  It appears WORD does not
apply the "Before Paragraph" spacing to the first paragraph of every page.  
Therefore, the first textbox hangs low for the first paragraph and is not
properly aligned.  Is there a setting in WORD to disable this feature?

Check out Tools/Options/Compatibility. Look at and test the "Suppress" entries
in the list.

I have already tried the "suppress" options , as well as, "Don't Use HTML
paragraph auto spacing".  The "Don't Use HTML paragraph auto spacing" keeps
the text boxes lined up for every paragraph except the first paragraph on the
page.  Any other ideas?

The only other thing I've ever seen affect how graphics are positioned is, in
Word 2002 / 2003, when "white space" has been surpressed. You can't get the
graphic to position correctly.
