I currently have a form setup in a Word document in which a user fills out.
For obvious reasons the form is locked and does not allow modifications
outside of filling out the form.
Problem: We need to be able to allow the user to insert an attachment
without unlocking the form. Once the user fills out the form it will be
routed for approval and the approver will need to be able to view the
attached documents without having to unlock the original document.
Are there any control fields in Word that would allow this for this type of
functionallity?

Rather than protecting the entire form, you can insert section breaks and
protect only some sections. So you might have the form part of the document
in a protected section, and have an unprotected section to which the
attachment can be added.
