Protecting Section

I have a document where the first page is a form and is protected. Then I
have a section break and the next section is not protected; however, the
header of Section 2 is protected. How do I unprotect the header? I checked
of Section 1 protection only.

Document protection, even if only a certain portion is protected, often
disables other features, such as formatting and...changing headers and
footers.
