I am working on a doc with a TOC.  I am trying to insert forms with drop
downs and check boxes but as soon as I protect the form and update the TOC,
the TOC doesn't work. Am I doing something wrong?

Do you mean that the Table of Contents does not update or that you cannot
click on an item in the table of contents and have the selection move to
that item?

The latter may still function (though I am not sure) if the formfields are
in separate sections and the protection is applied only to those sections.

If you are doing anything wrong, it would be using FormFields in a document
with a Table of Contents.  What's "wrong" about it is that it would be
unusual to do it.

I cannot click on an item in the table of contents and have the selection
move to that item.
Actually what I am working on is a large form with many headings to request
narrative information from several clients.  Using formfields makes it more
user-friendly for the clients. Initially I included text form fields to
provide specific direction and questions for every area but because the TOC
did not work when form protection was on I decided to use "comments".
However, there are areas where forms containing drop downs and check boxes
would be useful.

A hyperlink into a protected document section will move to a formfield in
the section, I believe to the next one after the bookmark being referenced.
