Electronic stamping of tiff images

I'm not sure if I'm in the right newsgroup, but my former
boss would take a tiff image, copy it to the clipboard and
somehow add like a footer to the image with a bate number
on the bottom right and save it as a new tiff image.

Can someone point me in the right direction to learing how
to do this myself??

Photoshop has this built-in. Any paint package capable of supporting
layers with opacity is able to blend any custom signature file onto
any graphic.
