Ok so i have a problem, the cursor in word 2003 pro, starts at the very top
of the page. i have tried to fix it but can not . i have even uninstalled the
office and deleted the files/folders and reloaded it. but still the same? i
have noticed that the ruler on the left does not have the markers, i have
tried to sort this via margin settings still no good.

anyone got any ideas?

You have white space between pages hidden.

Hover your cursor around the very top of the page and it should change to a
tiny image of the gap between two pages with a couple of arrow heads on it,
and a tooltip should pop up saying Show White Space. Just click.
Alternatively go to Tools > Options > View and check "White space between
pages (Print view only)" under "Print and Web Layout options"

My pleasure!

Like all things, it is indeed easy when you know how :-)
