Hi Gary,
I do this all the time, with a certificate from Thawte. My experience is
that the user gets asked about trusting macros from this source the first
time the template is opened. If the user check the "Always trust macros"
checkbox, then the dialog doesn't appear again, for any template signed by
the same certificate.
The dialog doesn't appear at all if the user's security setting (Tools,
macro, Security, Trusted Sources) is set to "Trust all installed add-ins and
templates" and the template is placed in the user templates folder or a
subfolder of it, the Workgroup folder or a subfolder of it, or the Startup
folder.

I tried it with Verisign about 3 years ago, ran into problems, and
their tech support was completely worthless.
