When I sent an attachment only half of the people on my list can open it. Is
there an alternate way to send attachments so other systems can open them?

They should all be able to open it. What sort of attachment is it? Is it
one that Outlook would block because of the possibility of viruses? What
sort of error do you get?

If your attachment is a Word document, only users with Word will be able to
open it. And many corporate networks will turf your attachment if it
contains any macro code.
