Turn off formatting balloons only

I would like to turn off formatting balloons, but keep the ability to read
comments balloons.  I know that you can turn off formatting balloons from the
"Show..." drop down on the Reviewing toolbar, but anytime you turn off Track
Changes and then turn it back on, it defaults back to showing the formatting
balloons.  Is there a macro or vb script to do this?  Thanks.

Not to keep the formatting balloons turned off permanently, no.

But what you could do is record a macro that
   - turns on track changes
   - turns off the balloons for formatting
