Zorder fails in Word 2000

Whwn adding pictures to a document with text objects I use

ZOrder msoSendBehindText
to insert a background

and
ZOrder msoBringInFrontOfText
to add a actual picture to the document.

This works fine in Word 2003, but not in Word 2000.

Any explanations?
