Page setup is grayed out and I cannot make certain modifications

Page setup is grayed out as well as many other options on the menu. I cannot
make the modifications that I want to the document and it is not password
protected. Nothing I do will active the page setup option. How do I do this?

Did you select a default printer in Windows?

No, the document was sent to me via e-mail and I could not make any changes.
