Data Merge Manager missing from Tools menu

Instead, what I see on the Tools menu is "Merge Documents..." The
dailog box is the standard one for file opening, and I can select and
open the document with names and addresses, but the Data Merge Manager
palette is totally missing, so I can't select fields and do the merge.
What's up? I'm using Word 2004 version 11.2.

Could you have turned on "Word 5.1 Menus" ?
