Can anyone provide any suggestions on how to fix styles in Word 2003
Template documents?
I believe it is possible to code VBA to get the styles to revert back
at close/open of the document, if the styles are changed by the user
in anyway.

There's no need for code to do this in Word 2003 (users of earlier
versions aren't so lucky).
Click Tools > Protect Document. In the resulting task pane, check the
box "Limit formatting to a selection of styles" and then click the
"Settings" link below it. Leave check marks next to the styles you
want to allow users to apply in documents based on the template, and
uncheck those that are forbidden. The allowed styles can't be
modified.

No need for VBA.
1. You can check 'Automatically update document styles' on the Tools >
Templates and add-ins dialog: styles are re-set when the document opens.
2. You can use Tools > Protect Document to preclude the users deviating from
standard styles in the first place.
