creating an editable format-locked form

I have no idea where to post this as this is my firs time on this site.

I am the editor of a journal (www.herpconbio.org).

If you look at one of our articles, you will see that we have standardized
layouts.

What I would like to do is create a word document that has the margins
locked and if possible, the text formatting locked, in fact, as much locked
as possible so that the author can paste their article into the pre-formatted
document and everything will be the way it is supposed to be.  This journal
has no profit motive, no one is making any money off of it so we have no
money to invest in having someone do this.  Its 100% a volunteer effort with
no corporate publisher.

Any instructions on how to do this would be greatly appreciated.

It's a DTP program ...
