How do I link to numbering within same document?

I've got numbered paragraphs within a document that were created under
Bullets & Numbering. Within some paragraphs there are references to previous
or future paragraphs by thir paragraph number.  How do I link the paragraph
numbering to the reference so that when a paragraph number changes (such as
when a new paragraph is added or an existing paragraph is deleted) or
renumbered, the reference to same in another paragraph is automatically
updated? I've looked everywhere within Microsoft's sebsite and can't find any
solution remotely close to this issue.

Insert > References > CrossReference... Select "Numbered Item" in "Reference
Type" and "Paragraph Number" in "Insert reference to".
