Numbering Choices Issue

I would appreciate some advice regarding which paragraph numbering schema to
use for the template I am creating.

The following are examples of the different types of paragraphs:

     A.<tab> Text that may be long enough to wrap. The "A" is indented at
.33 and the rest of the paragraph at 0.

     1.<tab> One or two words. Same alignment as "A". Text and number bold.

                   1.1<tab> This could be one or two word - like a heading,
or it could be a paragraph. First line Indented to .83 with the rest of the
text aligned at .33.

                               1.1.1<tab> paragraph using the same concept
of indenting and wrapping.

"be a paragraph" should align with 1. and "and wrapping" should align with
1.1.

I've read numerous articles on numbering, including Shauna Kelley's great
explanation, and realize there are issues.  

Even though some of the 1 paragraphs would only contain a couple of words,
am I best creating these all as Headings, or are they lists, or what are
they? The documents are 50-80 page lease documents, so I want to make sure
they are all created from a template that is as correct and stable as
possible.

You should link numbering to paragraph styles; that's the important part. If
they shouldn't be used as headings, but rather as numbered list, don't
attach to the heading styles (the principles of
http://www.shaunakelly.com/word/numbering/OutlineNumbering.hmtl still
apply).

I guess my confusion is that Shauna keeps talking about heading styles and
their paragraphs.  It appears that I should either use Heading or List Number
as the style. I would also assume that if I use the List Number style, I
should follow the conventions in Shauna's article - create the first List
Number paragraph based on no style, the following List Number paragraphs
based on the previous style and set the numbering all from the first List
Number paragraph.

Does that make sense?

Yes, you can use the List Number series for a list of non-heading
paragraphs.

Basing the styles on each other is certainly not required; personally, I
never do that.
