Perhaps you are thinking of having an overall TOC at the front of the book
and "chapter TOCs" at the front of each chapter.

I think the simplest way really is to bookmark the entire chapter and use
that to tell Word where to look for TOC-eligible styles. You can make each
chapter a separate section and select and bookmark the section pretty
automatically.

If you're the one who's assembling the chapters into the final book, you
sholdn't have too much trouble with the bookmarks. EVEN IF THEY GET TRASHED,
there are so few and it's so easy to recreate or refresh them, that it's
still the easiest way to go.

The only other way I can think of is to use TC fields, which are just as
occult to novice writers, and a lot more work to create.
