Bullets and Numbering disabled in Section?

Hi,

My name is Anthony, and I'm currently using Windows XP Service Pack 2.  I'm
also using Word 2003.  

I created a document with Text form fields in section 1.  I created a
continuous section break to create section 2, and I also clicked
Tools|Protect Document|Check marked, "Allow only this type of editing in the
document:"| Chose "Filling in forms" from the pull down menu| Clicked "Select
sections"|and unchecked Section 2 regarding Protection.  

Afterwards, I clicked "Yes, Start Enforcing Protection".  

Now section 1 is uneditable, and users can only enter fields in the text
form fields. I also see Formatting options such as Bullets and Numbering
grayed out which I expect.   But when I got to section 2, I don't get all the
formatting options from the command menu (File|Edit|View|Insert|Format|etc.)
which I expected.  However, Bullets and Numbering is available from the
Standard toolbar and it works fine on Section 2.  

What's causing this issue, and how can I get back the formatting items that
are grayed in Section 2?

Protecting (only part of a document) for the use of formfields, severely
cripples Word.

Consider using a userform instead.
