At Tools > Options > Security > Macro Security, on the Trusted
Publishers tab, there is a box "Trust all installed add-ins and
templates".
If that box is ticked then all add-ins and templates in the Startup,
User Templates and Workgroup Templates folders are 'trusted', and will
not invoke the macro security message.
It's rare to put macros in a document (they are generally stored in
templates). But if you do store a macro in a document and the document
is stored outside those three special folders, then it will trigger the
relevant macro security message.
The general advice is:
- set macro security to at least Medium
- put macros in the relevant template, not in documents
