I think someone/something has changed your default file locations (Tools >
Options > File Locations Tab).
This message usually happens if your User Templates and Startup locations
are the same. They should not be the same.
User Templates should point to the folder that contains your personal
templates. Word always automatically creates a Normal.dot file in that
folder if it is missing.
When Word starts, it loads all the templates in the Startup folder
If both location are pointing to the same place, Word also loads Normal.dot
when it starts. Then, when it is about to load its regular "Document1"
document, which is based on Normal.dot, Word realizes that the Normal.dot
template is already loaded and it warns you.
Normally, the Startup folder points to the folder that contains your Add-ins
and personal global templates (for Autotexts, Macros, Toolbar
customizations, etc.)
If you do not have any of them, then normally this folder is, I think:
<ROOT>:\Documents and Settings\<UserName>\Application
Data\Microsoft\Word\STARTUP
