Acrobat Reader is free, most computer already have it installed.
You would only need to pay for Acrobat Writer once for you to generate the
PDF documents.
The problem with Word is that to prevent printing you have to go through
macros, and if anybody sets its security to high, all macros are disabled
automatically without warning. Even if the user wants to follow your
restrictions, he/she will not be aware that there were restrictions in the
first place.
For editing, just use a password when you save the document (not a form
password, those are ridiculously easy to bypass). The password with the save
option can be bypassed as well, but are more difficult and you often need
time, especially if you choose a complicated password (mixing exotic
characters, lower/upper case characters, digits, etc...).
