Macros Disabled

I have several Projects outside of the Normal template for which I have
created a digital certificate and assigned it to the templates. These
templates are checked in the Add-Ins and Templates as global templates.
Security is set to high. When I try to run the macros, I get the message that
the macros are disabled. I have to set security to medium and enable the
macros every time. I don't understand why. I have checked off Trust all
add-ins and Trust access ot Visual Basic in macro security.

What is going on?

There  must have been a problem with the references. I deleted out all the
references and then put them back in, and now I can access the macros.
