You don't need a script to achieve what you want.
First, see "Customizing your table of contents with switches" at
http://www.word.mvps.org/FAQs/Formatting/TOCSwitches.htm. You'll see that
the \n switch turns off page numbers for the levels you specify. So \n 1-2
will turn off page numbers for levels 1 and 2.
Delete all tabs from all the TOC styles. You'll see that when Word creates a
Table of Contents, it applies direct formatting to put a tab at the right
margin. You can see this through Format > Tabs. And, Word puts a Tab
immediately before the page number. So page numbers will be justified to
the right.
