Disabling the Open File dialog in Word Viewer

Hi,

does anyone know of a way to disable/remove the Open File dialog from the
GUI ?
Through parameters ?
Through AD Policy ?

The scenario is this:
I use Word Viewer to present documents for my Shop floor users who are in
any other way denied access to surf on our Intranet.
The platform is Win2K sp4

if all they are allowed to do is view the documents, then create PDF files
and have then view PDF files.
