I've found that I can set options like "Remove Standard CSS" etc work
in the standalone application, but the settings their do not affect
the "Export to Compact HTML" output from Word 2000.

I don't see a way to edit the settings in Word, nor a way to edit the
Visual Basic, but noted that MS offered these options to manage the
DLL programatically (I don't program).

OPTIONS:
 -a      - keep standard @rule constructs (@font-face, @page)
-b      - do not create backup copies
-c      - remove all standard CSS properties
-f      - overwrite without prompting when output already exists
 -l      - remove LANG attributes
-m      - do not output the Generator and Originator META tags
-o      - keep Microsoft Office native markup
-r      - track rate of reduction
-s      - remove the STYLE element
-t      - remove non-essential linked files from the thicket
-v      - keep VML, remove static images
-x      - export a CSS stylesheet (.css) based on <sHtmlFile

The HTML Filter consisted of 3 parts.
There is the Word add-in to export in compact
HTML.  It looks at most of the settings in
Tools=>Options=>General=>[Web Options] but you
sometimes need to restart Word after changing those.

There is the Start=>Programs=>Microsoft Office tools
standalone utility that can both batch process and
give you checkboxes for processing Word 2000 webpages
for many of the options you listed for the 3rd module.

The 3rd module is MSFilter.exe and those options
can be specified in a Windows Batch or script
file and or run from a command line from Start=>Run
