I'm not clear on your scenario (i.e. why are multiple people editing a single Word web document). Are all of these people using Word
to do the editing/uploading?
You can turn of the 'folders' option in Tools=>Options=>General=>Web Options=>Files so that the graphics or other content is stored
in the same folder (rather than a subfolder) as the .HTM document, but you may need to remember to create a folder then for each web
document you create to keep from adding unrelated/additional content.
The filelist.xml Word web document subfile is the 'control file' for each web document which includes a cross reference table
between Word web file names, so it may not be enough to change only the source in the .htm file in all instances.
Having the content in a subfolder (or not) should not impact opening a Word generated web document in Word and having it roundtrip.
Savings as a filtered web page will remove the roundtrip sections.
For header and footer, those would be separate webpages and while you can move them they would be 'expected' by Word for those
sections of the document.

I'm trying to save a Word document as an HTML page. When
I do so, Word creates an HTML page, and then a subfolder
that seems to contain certain pieces of the original Word
document (including the header and footer).
If I upload the HTML page and subfolder to my webserver,
everything works great when I view the page in a browser.
If someone else tries to save the page, however, only the
main HTML page gets saved, but not the subfolder or its
contents. As a result, if they try to view the page
without an internet connection, they can't see the entire
document.
In other words, I can't seem to "round-trip" documents -
that is, take a word document, save it to the web, and
then have someone save a copy of that document and
restore it as a word document.
What I need to be able to do is store information about
the Word document's header and footer in the main HTML
page, not in a separate subfolder.
In other words, can I replace:
mso-header:url("./doc_files/header.htm") h1;
mso-footer:url("./doc_files/header.htm") f1;
with something else that doesn't reference additional
HTML files?

Hi, Bob--why is it that when a Web page is saved with images, separate image
files are created and an xml file, but when you copy the Web page to the
Internet, it seems that only the Web page, and not the supporting files, are
seen in the file list? How is it possible then to have the page display with
all graphics? This confuses me because I thought that if you wanted to save
all files in a single page, you have to use mhtml format. Thanks in advance.
