I have created a web site involving multiple pages with
Word 2002.  The web site looks exactly like what is shown
in Word when viewed with Internet Explorer.  However,
when Netscape Navigator is used it is completely
unformatted.  Can Word create web pages compatible for
both IE and Navigator?

HARDLY!
Even with html cleaner or what ever that thing is called.
Netscape DEMANDS validated html:
http://validator.w3.org/
http://www.htmlhelp.com/tools/validator/
http://www.htmlvalidator.com/

Nextscape's Compliance standards to web pages falls within the realm of
"internet standards" valid html where'as MS and Word could care less about
compliance outside of MS.

As a result of IE's of non-standard practices, many webmaster who are using
clearly defined methods of page principles/standards are required to
institute hacks for MS.
