Web Page Wizard Won't Work

I have Office 97 sr2b installed on my Win XP Pro based computer.  I recently decided that I wanted to set up a web site for my students to download lecture notes, handouts, etc.  I went to the Start Menu > New Office Document > WebPages and then selected the Web Page Wizard.  When it opened in Word, up popped a box titled "Microsoft Visual Basic" containing the following:

"Runtime error '5664'

The Windows registry has reported that one or more required files are damaged or missing.  To correct this problem, run the Word Setup program."

Among the options offered was "end", "debug", and "help".  I pressed the debug button and some kind of Visual Basic editor opened up and displayed the following line of code high-lighted in yellow:

"Application.Run "HTMLWebPageWizard" "

I decided to do as the first box suggested and performed a repair install on Office 97 to hopefully correct the missing file.  That did not work, so I completely uninstalled and reinstalled.  No improvement.  I figured there must be an update to handle this and dug out some updates I had downloaded some years ago in my download directory.  I first tried installing the Web Authoring Tools Update and got the following popup titled "Microsoft Word 97 AutoUpdate Web Authoring Tools" and contained the following:

"Could not update the Web Authoring Tools.  Return to the Office Free Stuff Web Site for troubleshooting tips. blah blah blah".

I also tried installing the Word 97 Web Page Visual Styles Update and got the following popup:

"Your installation of Word 97 is configured incorrectly. Please reinstall Microsoft 97.  Make sure that "Web Page Authoring (HTML)" is selected in the setup options list. "    

The Web Page Authoring option had been selected and I had already tried reinstalling it.  In previous years and in previous OS's, the web authoring feature and it's updates had worked.  I am a bit flummoxed as to what is causing this malfunction and how to cure it.   Any ideas?

Given that this appears to be a Windows XP sp2 problem, I have moved my
question over to the windowsxp.general newsgroup.  By the way, rolling back
sp2 to sp1 did not cure the Web Tools install problem.
