I downloaded the template at
http://office.microsoft.com/en-us/templates/TC010001131033.aspx
and when you edit it the background is white, but as soon as you email to
someone or open it up in a web page the whole background goes blue and makes
the newsletter unreadable. All the other white background templates from MS
work fine. I have tried finding HTML code which tells it to show bluw but I
can't even find anything. Anyone have any ideas?

That link is DEAD and a redirect takes place to this page:
http://office.microsoft.com/en-us/FX011217621033.aspx?FB=FX01056259
Which does not offer any templates.
If "open it up in a web page the whole background goes blue and makes the
newsletter unreadable" ?
How about the URL for that page?

Hmmm. Looks like a small goof on the MS side.
http://office.microsoft.com/en-us/templates/TC010001131033.aspx
came up for me as
"Business e-mail newsletter (2-col., uneven, w/hyperlinks"
'requires Word 97 or later'
but the page it took you to
http://office.microsoft.com/en-us/FX011217621033.aspx?FB=FX01056259
says it's because you didn't have Office 2003 (sigh).

"says it's because you didn't have Office 2003 (sigh)."
Office 2000 provides enough "fits and frustrations," why would I have a
desire to increase on that productivity :-)))

You didn't mention the version of Word you using
but it may be a a glitch in the template itself.
There's a clue in the section of the download 'Structure
of this Template' where it says that there is 'no fill'
in the right hand column, so what appears to be happening
in the browser is that the underlying color of the table
(blue) 'shows through' (becomes the default) for the whole
table. Probably a difference in the way that an earlier
version of Word handles tables from the current version.
In Word, click in the 'main story' (right column) area of
the table then use Format=>Borders and Shading=>/Shading\,
select 'cell' and choose 'white' as a fill to have the
'clear' fill and then use File=>Web Page Preview to check
the result.
The difference in 'before and after' of adding the white
in the source code is the transparent' background.
Before (as downloaded)
<td width=544 valign=top style='width:408.15pt;background:transparent;padding:0in .2in 0in .2in'>
After choosing 'white' fill.
<td width=544 valign=top style='width:408.15pt;background:white;padding:0in .2in 0in .2in'>
