When I double click a XLS file in the file explorer, (so that to open that in

When Excel opens, the file PERSONAL.XLS in program files/../Office 10/XLSTART
does not open automatically.  However any other file name in that folder will
open.  And PERSONAL.XLS will open if it is in the user's own
