Is there any way to to a vlookup in a table like this?

I want to use a conditional sum function on a budget spreadsheet.
Eg: I have a food budget of £333 per month. What I want to do is track
any surplus that accrues from month to month if I underspend, and any
deficit if I overspend.

When I use @SUM in Excel 2002, the result is a "hot button"  that generates a
new Oulook email with the "address" showing the formula.
How can i get rid of the "hot button" result?
PS: Using @COUNTA and other functions does not yield the same result.

Recently my Excel does  not keep customize toolbar commands (like paste
special value).  Once excel is close and re-open, the customized commands
dissappeared.

I have been trying to use COUNT IF and SUM IF functions in a worksheet, and I
have been receiving the #VALUE! error.
For Example:
I am trying to have it add up the number of personnel with "ARCOM" and  "1",

I am using the formula of "Working Days And Hours Between Two Dates

the numbers I am getting are not correct. I think there is a bug in

I know this can probably be done in Excel many different ways, but I
cannot seem to grasp exactly what needs to be in the formula.
